While paying his debt, Rocky gets entangled with ruthless gangsters, callous investment bankers, a treasonous arms dealer, duplicitous agents working for Alcohol, Tobacco, Firearms, and Explosives, and the CIA—all of whom are playing a role in a murder conspiracy.
