    My name is Charlene Autolino and I’m the chair of the board of the Veterans Employment Committee of San Diego (VEC). The VEC is an all-volunteer organization comprised of:

    • Veterans
    • Active-duty military personnel
    • California Employment Development Department (EDD) representatives
    • Veteran organizations
    • Employers
    • Government agencies
    • Community members

    We are dedicated to serving disadvantaged veterans and transitioning military members of all branches of service by helping remove barriers that may prevent them from obtaining life-sustaining employment.

    As we celebrate and acknowledge Veterans Day, there is an important question that must be asked: Do you hire veterans?

    The SDVEC membership is comprised of many governmental and non-governmental agencies. Visit the Affiliation page for details.

    Provide a “clearinghouse” for questions, complaints and recommendations concerning effectiveness of employment services available to veterans and eligible persons at the local level.

    Encourage employers from the public and private sectors to list job openings with local EDD offices and participate in employment programs.

    Publicize the importance and advantages of hiring, training and retraining qualified veteran and emphasize EDD’s priority services to veterans.

    Encourage organized veterans’ groups and individuals to report all job openings to EDD field offices.

    Form action committees to review local veterans employment issues and submit recommendations and comments on position papers to appropriate entities.

    Assist individuals or organizations who may have questions, complaints, suggestions or recommendations on the employment services being provided to veterans by EDD.

    Prepare grant requests to veterans’ organizations and public and private sector organizations for funding and in-kind donations to use for transportation, tools licenses, job interviews, job fairs, “Veteran Appreciation Month” activities, etc. as appropriate.

    Confer regularly with field office managers and/or staff on policy matters.

    Review departmental operating procedures as they apply to veteran and notify field office mangers of infringements or violations.

    Assist field offices in developing jobs by encouraging employers (through PICs, EACs, etc.) to use EDD.

    Initiate and prepare solutions which will promote legislative action to augment and support needed services to veterans.

    FCPS ACE, Paul D. Steiner

    Paul D. Steiner is the Administrator for Fairfax County Public Schools (FCPS) Adult and Community Education (ACE) in Fairfax County, Virginia. An advocate and driver of workforce development and lifelong learning opportunities. As a former carpentry teacher, Steiner brings extensive experience in program and career technical education. Along with overseeing daily operations, Steiner maintains and builds relationships with key internal and external stakeholders to serve the needs of students, employers, and the regional workforce. Known for his ability to keep a strong pulse on trends, Steiner is often asked to contribute to industry panels, events, and media including CNBC. Prior to his tenure at FCPS ACE, Steiner served as the Career and Technical Education Administrator at Manassas City Public Schools and taught construction and carpentry at Prince William County Public Schools.

    ACE Apprenticeship Programs

    Apprenticeship programs train participants in a skilled trade profession. Apprentices work as full-time paid employees of a registered training sponsor company. Programs include hands-on workplace training and related instruction in a classroom setting. Successful completion of each four-level program culminates in a portable, nationally recognized NCCER credential. ACE Apprenticeship classes are approved by the Virginia Department of Labor and Industry (DOLI) standards for apprenticeship related technical instruction.

    • As a full-time employee of the sponsoring employer, a Registered Apprentice completes a minimum of 2,000 hours of supervised on-the-job training and 144 hours of related technical instruction during each year of the apprenticeship
    • ACE apprenticeship programs offer a four-level comprehensive curriculum aligned to the Virginia Department of Labor and Industry (DOLI) standards
    • Each ACE class meets the annual DOLI related instruction requirement
    • Students who earn an apprenticeship certificate are eligible to sit for the corresponding journeyman licensure exam
    • Classes meet twice weekly, once online and once in person

    Fairfax County Public Schools (FCPS), located in Northern Virginia, is the nation’s 9th largest public school system, serves a diverse population of more than 180,000 students in grades prekindergarten through 12. Fairfax County high schools are recognized annually by the Washington Post as being among the most challenging high schools in the U.S. FCPS is the third largest employer in Virginia, with 24,600 full-time staff positions.
